The Swindon Gateway, bounded by the M4, the A419(T), the A4329 Marlborough Road and Coate Water Country Park is a major project for a comprehensive mixed use sustainable urban extension on the south eastern edge of Swindon.
The site has been promoted by DPDS Consulting through the reviews of the Wiltshire and Swindon Structure Plan 2011 and the Swindon Borough Local Plan 2001. It is now an allocated site for development in both the Wiltshire and Swindon Structure Plan 2016 under Policy DP10C and the Swindon Borough Local Plan 2011 under Policy DS3.
Policy DS3 requires the development to consist of a site of up to 60ha for the provision of a university campus, 1,800 houses (including 30% affordable and key worker), up to 23ha of B1 Business Park, 5.5ha of expansion land for the adjacent Great Western Hospital, a Primary School and a Local Centre, open space and playing fields commensurate with the size of the development.
Outline planning applications for the development were first submitted in 2005 in order to inform the Local Plan Public Inquiry. New applications were submitted in July 2007 incorporating revised proposals. The size of the development and its location adjacent to the Coate Water SSSI meant that it was subject to an Environmental Impact Assessment under the Town and Country Planning (Environmental Impact Assessment) (England and Wales) Regulations 1999. Consequently, the applications were accompanied by an Environmental Statement, together with a Design and Access Statement, a Sustainability Statement, a Retail Impact Assessment, a Statement of Community Involvement and a Planning Supporting Statement. Since the publishing of the Inspector’s Report in December 2005, further investigation and survey work has been undertaken on the site together with negotiations with various statutory bodies. Consequently, a number of amendments have been made to the site Master Plan incorporated into the July 2007 planning applications and accompanying documents.
